Darbe Pitofsky, 83, claims she was chased, threatened with arrest and slapped with a ticket for putting day-old newspapers in a trash can near her apartment on East 71st Street.

This is in NY! When I read the headline I was sure that it was a story located in England. These guys are good candidates for Obama's dream of a “civilian national security force.”
