What is the path back for these towns?

Rural energy-producing communities in places like Colorado, West Virginia, Wyoming, Pennsylvania are being destroyed. Absolutely wiped out. Counties like Mesa County Colorado have crossed the tipping point, i.e., they now have more residents (51% +) receiving federal assistance than working. Municipalities have NO money. Roads cannot be repaired. Schools have laid off as many as possible & still are under financial water. Etc.

What is the path back for these towns?
