It would seem that way but in this weird world of politics you never know for sure. When the Iraq war was going on I said that Al-Sadr was a dead man walking. (I think he thought that too.) But, Bush let him go and now he has returned. I'll never accept any reason for letting that man squirm free. Maybe Bush felt that he might lose the Al-Sadr vote if he had him killed.
