Unemployment benifits negative for employment

I did an informal survey.....I work among Mexican laborers, many are poorly documented. The average wage they earn to do the good work they do is $14 per hour. This is in the Chicagoland area. The contractors I know never have enough people. There's intense competition to find these men at 14 per hour. The money it takes to hire them is going up. Yet we have high unemployment in our area. Landscaping is hard dirty work and the hours are long and the conditions are less than ideal. I do it. Something is wrong with this picture.
