Thinking about the thugs on the streets of Chicago killing each other. IF you were the father or mother of one of these... does any of this apply?? I don't see the fathers or mothers bringing the miscreants to the elders of the city. This seems harsh, but as opposed to gun control, maybe thug control is the answer??

Deuteronomy 21:18 If a man have a stubborn and rebellious son, which will not obey the voice of his father, or the voice of his mother, and that, when they have chastened him, will not hearken unto them:
