What Does This Map Mean??

I saw this map on Fire Ant Gazette today.

You look at it and ask yourself, of all the states in the whole lower 48, which state shows NO Katrina Refugee Transplants?

WHY?

I know some had to be, maybe they want to keep it a secret. HUH?
