Which agency do I sign up for my lightbulb check because I can't afford to pay for these new bulbs. I automatically qualify cause I get my cell phone, food stamps, Sec 8 house, electric bill check, SSI disability check, LOL
New light bulb efficiency standards will begin phasing in on Jan. 1 despite intense opposition from conservatives, who have blasted the rules as a textbook unnecessary federal regulation.
